1. Arlong.
Shark-Fishman Arlong has an awesome design: extremely tall, sharp teeth, rippling muscles. He is a passionate and proud Fishman-supremacist. He owns Arlong Park and leads a huge gang of Fishman each with ten times the strength of a normal human. He is incredibly ruthless and terrifying.
2. Don Krieg.
Don Krieg wields incredible physical strength, able to crush right-hand man Gin’s body within his fist. He also has a built-in array of super cool weapons, including a flamethrower. He leads of over 5,000 men and 50 ships. He will do anything to win a battle. As a result, he does just that (most of the time).
3. Buggy.
Buggy is Luffy’s first main foe. He has the power of the Chop-Chop fruit, allowing chunks of his body to fly all over the place under his control. This makes him completely immune to slashes of blades. He has badass face make up and leads a group of circus themed pirates. He is also pretty funny, as he is humorously sensitive about his big red nose.
4. Kuro.
Captain Kuro is the definition of two-faced, as he serves the rich but bedridden Kaya for the sole purpose of killing her and obtaining her fortune along with peace of mind. He is incredibly cold hearted and will send a shiver down your spine. He has giant cat claws and moves basically at sonic speed.
5. Chew
This kisser Fishman is one of Arlong’s top subordinates. He has a really cool physical design. Able to shoot bullets of water out of his mouth, he has the power to decimate trees and kill average people instantly. If you ever hear the sound "SMEK", run for your life.
